Product Label Rule
This function allows merchant to set Sale Label for all products, whose price is set by a Rule in Catalog Price Rulecreate multiple labels, which are defined by different rules. .
Step 1: Create a new rule for your products in Marketing -> Catalog Price Rule
Step 2: Go to Products -> Product Labels -> Manage Rules to set label for your rule.

Rule Information and Conditions is where you define the rule you created in Step 1want.
Note: If there are some rules with the same placement, label of the rule with highest priority will be shown.
In Actions, merchants can set the label for products, which will be shown on Product's page or Category's page
